Project dispute leads to criticism of People's Committee head

BINH DUONG (Biz Hub) — The People's Committee in southern Binh Duong Province on Thursday answered the local media's questions related to the denunciation of Le Thanh Cung, Chairman of provincial People's Committee.

Chairman of Dai Nam JSC Huynh Uy Dung on Tuesday sent a letter to the Prime Minister and the Government's Chief Inspector denouncing Cung for not granting permission to one of his projects in Song Than 3 Industrial Park, causing great loss for his company and workers.

The 530ha industrial park invested by Dai Nam JSC had been approved by the Prime Minister in 2006 and was slated to include administration, factory, and business areas, as well as a worker's dormitory.

From 2007-09, Dai Nam JSC asked its employees to contribute capital for the company to build a dormitory on 61,4ha. The company then asked the province to adjust the project planning and expand the area from 61,4ha to more than 130ha and divide the IP into two areas to include a second Dai Nam Urban area.

Deputy Director of Binh Duong Construction Department Le Phu Cuong said the approval of detailed planning for the project submitted by Dai Nam JSC is under the authority of the provincial People's Committee. However, the committee saw that the planning would break the master planning of the Song Than 3 Industrial Park and Binh Duong Industry, Service and Urban Complex as well.

Cuong said the Dai Nam JSC asked the committee to approve its detailed planning in 2010, but since then his department and the provincial People's Committee have yet to respond. He said it is his department's shortcoming.

In the letter of denunciation, Dung said Dai Nam JSC submitted its plans on October 22, 2009, but their plans were never reviewed. Due to the long wait, his company failed to carry out the project, pay its bank debts, or lease land in the industrial park. "This is an indisputable path leading to bankruptcy."

Both Binh Duong Province's authorities and Dai Nam JSC are waiting for the Government to intervene in the matter. — VNS
