Prime Minister Nguyen Xuan Phuc has asked ministries to speed up the reviewing and elimination of unnecessary business prerequisites in an effort to create favourable conditions for enterprises.
Phuc said that to date only 60 per cent of business prerequisites have been removed or simplified. Around 40 per cent need to be cut. Though some red tape has been cut, new obstacles have sometimes been erected in their place, he said.
“Ministries must hasten the removal of unnecessary business prerequisites,” Phuc said.
Mai Tien Dung, Minister and Chairman of the Office of the Government, said that the compilation of decrees on cutting business prerequisites would be sped up and issued in October. Dung said that the progress would also be pushed up for the procedures of specialised checks on export products.
According to a recent report of the Prime Minister’s working group, 3,807 out of 6,191 business prerequisites have been cut or simplified to date. Of them 1,133 business prerequisites were removed.
Two ministries completing the removal and simplification of business prerequisites were the Ministry of Industry and Trade and the Ministry of Construction.
The remaining business prerequisites which needed to be cut or simplified were under the responsibility of 14 ministries.
Among them, the Ministry of Health had the highest number of prerequisites to be cut or simplified, or 1,871 prerequisites. Under the plan, the health sector must amend six laws and compile two decrees.
The Ministry of Health was followed by the Ministry of Transport with 570 business prerequisites to be cut or simplified. To do this, 20 decrees must be amended.
Regarding the simplification of specialised checks on export products, the process was simplified for 1,700 product categories out of the total of 9,926 product categories subjected to specialised checks for export and 30 procedures out of 120 checking procedures.
More than 4,300 procedures which are due to be simplified lacked detailed instructions for accomplishing that task. These are mainly of the responsibility of the Ministry of Health, Agriculture and Rural Development, and Public Security.
The working group said that the simplification of specialised checks was much slower than the Government’s requirements. — VNS
