Public Private Partnership (PPP), a funding model for public infrastructure projects, is significant in the development process of Viet Nam, in general, and HCM City, in particular.
The statement was made by Nguyen Thien Nhan, Politburo member and Secretary of HCM City’s Party Committee, at a meeting, which was also attended by representatives of Airbus’s Dornier Consulting International GmbH and Komtek Joint Stock Company on Wednesday in HCM City.
Currently, the legal regulations on PPP are being studied and supplemented to achieve the highest effectiveness in the country’s development practice. The city wishes to further enhance the exchanges and sharing of PPP with international investors in the upcoming time.
The event was made in the case HCM City is facing problems in the development process, such as urban traffic, land subsidence and negative impacts from climate change. Besides, the city needs to address the problem of optimising the use of Tan Son Nhat International Airport without much improvement and renovation of the urban transport system, especially the traffic system around the airport.
Therefore, HCM City is willing to co-operate with Airbus Group, of which, Dornier Consulting International GmbH is involved in the smart urban transportation system of the project to turn the city into a smart urban area in the future, Nhan added.
Michael Holzschneider, Dornier Consulting GmbH’s general manager, airports and civil aviation, said his company has achieved success in many countries around the world in strategic consultancy for upgrading airports, and is looking forward to expanding co-operation with Viet Nam and HCM City in traffic development, aviation, seaports and urban transport systems connecting airports and residential areas.
Dornier GmbH is particularly interested in and wishes to co-operate with the city with regard to strategic consultancy through the formation of a PPP investment strategy, which always prioritises the rights of the people.
The company is also prepared to solve HCM City’s issues on traffic jams, especially in the areas close to the airport in accordance with the PPP model, including supporting the building of the overall model and detail, project evaluation and calling for international resources to implement the project, ensuring the criteria of the PPP investment project, Holzschneider added.
Currently, the Airbus Group, represented by Dornier GmbH, and Komtek Joint Stock Company, are conducting a joint research on consultancy, technology transfer and investment in the fields of aviation, seaports and transport in Viet Nam.
Dornier Consulting International GmbH is a 100 per cent subsidiary of the Airbus group. The company focuses on consulting and project management in the fields of traffic, transport, the environment and water supply. — VNS
