HA NOI (Biz Hub) — More than 3,700 foreign tourists have received VAT refunds worth VND12 billion (US$570,000) under a Government pilot programme, according to the customs department.

The figures were released after the 11-month implementation of Prime Ministerial Decision 05/2012/QD-TTg on a pilot refund programme, applicable at the country's two biggest international airports - Noi Bai and Tan Son Nhat.

Industry insiders said the VAT refund programme had contributed to encouraging foreign travellers to buy Vietnamese products, mainly clothing, footwear, bag, jewellery, ceramics and electronics.

Under the programme, foreign visitors and overseas Vietnamese receive refunds on purchases of Vietnamese products when exiting the country through Noi Bai or Tan Son Nhat.

In order to qualify for a refund, foreigners must present receipts worth at least VND2 million (US$100) at the counter refund desks at the airports.

According to the Viet Nam General Department of Customs, goods subject to a refund must not be among those prohibited for export.

To qualify for a refund, a tax refund declaration form must be issued within 30 days from the departure date with a valid invoice for goods costing at least VND2 million.
