Quang Ninh sets a target of 10 per cent GRDP growth rate in 2023

The north-eastern province of Quang Ninh is striving to reach the gross regional domestic product (GRDP) growth rate of over 10 per cent next year, Cao Tuong Huy, the provincial acting Chairman of the People’s Committee, said a conference in the province on Wednesday to review its socio-economic development this year and set targets for 2023.

Huy said that inheriting the achievement of maintaining "Safety - Stability - Development", and successfully implementing the "dual goal" for two consecutive years, the province has always followed the direction of the central Government and overcome difficulties to achieve important results in different fields.

The province has continuously grown at a high and stable rate, with an estimated growth rate of 10.28 per cent, which is the 7th consecutive year of double-digit growth.

The province surpassed all of its 13 set targets this year. Its total State budget collection was estimated at VND56.5 trillion, surpassing the assigned target, which made the province one of the leading localities in the country in this field.

The cultural, social and human development, and social security, are given more attention, especially in mountainous and border areas, islands, and ethnic minority areas. All of its communes and districts have completed the task of building new rural areas, entering the stage of building new advanced rural areas and modern and civilised new rural areas. Defence and security is maintained while foreign affairs and international integration have been promoted. Quang Ninh continues to rise, maintaining its position as a growth pole of the northern region.

Quang Ninh Province determined that 2023 is an important year to contribute to accomplishing the goals of the 15th provincial Party Congress and also the 60th anniversary of its establishment. The province has new targets for socio-economic development in 2023.

It targets to collect a total State budget revenue VND54 trillion in 2023.

Meanwhile, total social investment capital is expected to increase by over 10 per cent, focusing on attracting FDI capital of at least US$1 billion into industrial parks and economic zones. It would also strive to maintain the leading position in the country in terms of Provincial Competitiveness Index (PCI), Public Administration Reform (PAR) Index, Satisfaction Index of Public Administration Services (SIPAS) and Viet Nam Provincial Governance and Public Administration Performance Index (PAPI) while completing the National Programme on Sustainable Poverty Reduction in the 2021-25 period, reducing multi-dimensional, inclusive and sustainable poverty.

To complete the set targets, Huy said that the province needs to focus on key tasks and solutions in 2023, including accelerating economic restructuring associated with growth model innovation, improving productivity, quality, efficiency, autonomy, adaptability, competitiveness, and sustainability of the economy. It should continue to mobilise all resources, diversify investment, speed up development and complete the synchronous and modern socio-economic infrastructure system.

At the meeting, Nguyen Manh Cuong, director of the provincial Department of Planning and Investment, also submitted the adjustment of 13 public investment projects such as the riverside road connecting from Ha Long - Hai Phong Highway to Dong Trieu Town, the intersection of Dam Nha Mac; Cua Luc 3 Bridge; infrastructure of resettlement area and administrative area in Van Yen and Van Don. — VNS
