HA NOI (Biz Hub) — Several Vietnamese steel companies are facing lawsuits from American steel businesses for allegedly dumping circular welded carbon-quality steel pipes (CWP) in the American market.

According to the Vietnam Competition Authority, the antidumping and countervailing duty petition has been presented to the United States department of commerce (DOC) and the United States international trade commission (ITC) against CWP imported from Viet Nam, Oman, the United Arab Emirates and Pakistan, besides the Philippines.

The Vietnamese defendants are Sujia Steel Pipe Ltd Company, Vietnam Steel Pipe Company Limited and SeAH Steel Vina Corporation.

The American plaintiffs -- Bull Moose Tube Company, EXLTUBE, Wheatland Tube and Western Tube and Conduit -- said many other Vietnamese steel exporters had not been listed in the complaint yet. They asked for imposition of dumping margins on Vietnamese businesses at very high rate of 103 per cent.

In 2011, the United States conducted anti-dumping and countervailing duty investigations on CWP imported from Viet Nam and other countries such as Oman and the United Arab Emirates. However, the investigation ended as the DOC said Vietnamese firms had not received any subsidies from the government, and the ITC said there was no damage done to the American CWP industry.

This is the second American anti-dumping investigation against Vietnamese CWP and the sixth against Vietnamese steel this year.

According to American laws, the DOC will conduct investigations within 20 days of an official complaint being lodged. During this period, the Vietnamese CWP producers and exporters need to be fully prepared to deal with the lawsuit to protect their legitimate rights. — VNS
