PM orders stronger data sharing across Government systems

HÀ NỘI — Prime Minister Phạm Minh Chính has ordered all ministries, sectors and localities to speed up the linking and sharing of national and specialised databases to keep State operations smooth, secure and uninterrupted.

Under Official Dispatch 103/CĐ‑TTg, issued on June 30, the Ministry of Public Security must submit decrees guiding the new Personal Data Protection Law, which define what data must be shared and sets technical standards for connections, by August.

At the same time, ministries will draw up a national data architecture, sector‑specific standards and a shared data dictionary so that information flows easily from the commune level to the centre.

A National Data Centre, planned as a 'shared digital backbone' for all State agencies, is set to start service on August 19. Before then, the Ministry of Public Security will audit existing databases, while the Ministry of Science and Technology will check network capacity to prevent any downtime.

Over 100 national and specialised databases listed in Resolution 71, along with 11 priority datasets named in Plan 02 of the Central Steering Committee, must be ready for use in the third quarter of 2025. All sectoral systems will synchronise with the national population database so that citizens and businesses only provide information once.

Plan 02 was issued on June 19 by the Central Steering Committee for the development of science, technology, innovation and digital transformation.

The Ministry of Finance will arrange funds for the upgrades, while the Ministry of Home Affairs will review IT staffing and propose recruitment, training or outsourcing plans. Provinces are expected to add local funds and mobilise other lawful resources.
