PetroVietnam proposes $19-billion petrochemical complex, oil storage project

The Vietnam Oil and Gas Group (Petrovietnam) has proposed the Government invest in a petrochemical and refinery complex and national oil storage in Long Son oil and gas industrial park in Long Son Commune, Vung Tau City in the southern province of Ba Ria-Vung Tau, with a total investment of nearly US$19 billion in two phases.

The complex comprises two parts – a petrochemical and refinery plant project and a project to build national storage for crude oil and petrol products.

In the first phase, the petrochemical and refinery plant will have a capacity of processing 12-13 million tonnes of crude oil per year, along with 0.66 million tonnes of condensate, LPG and Ethane. The output of the plant will be 7-9 million tonnes of petroleum and 2-3 million tonnes of petrochemicals each year.

In the second phase, the plant will receive additional investments to increase its output by 3-5 million tonnes of petroleum and 5.5-7.5 million tonnes of petrochemicals per year.

PetroVietnam plans to finalise dossiers for the proposal and submit it to the Government in January next year. The firm will make a feasibility study report from June to December 2023 and expects to receive the project’s investment decision approval in the first quarter of 2024. After that, PetroVietnam will select the engineering-procurement and construction contractors in the period from January 2024 to December 2027.

According to PetroVietnam, gasoline consumption demand in the domestic market was 18 million tonnes in 2020, which will reach about 25 million tonnes in 2025 and up to 33 million tonnes in 2030, and continue to increase in the future.

Meanwhile, the current domestic petrol supply is about 12.2 million tonnes. Therefore, the current domestic production capacity can only meet about 70 per cent of the demand in the domestic market at present and only 40 per cent in 2030 and 20 per cent in 2045.

Besides, domestic petrol reserve is currently equivalent to less than 10 days of domestic consumption, which means the dependence on the stability of production and supply of petroleum from imports is great.

For petrochemicals, in 2020, domestic consumption was about 9.2 million tonnes, which is forecast to increase to 11.9 million tonnes in 2025 and 32.9 million tonnes in 2045.

This means the domestic production capacity of petrol products is much lower than the consumption demand. Every year, Viet Nam still has to spend billions of dollars to import petrochemical products to serve domestic demand.

PetroVietnam pumped 5.48 million tonnes of crude oil in the first six months of this year, surpassing the set target by 23 per cent.

Meanwhile, gasoline production exceeded 14 per cent of the plan, fertiliser production exceeded 8 per cent of the plan, production and supply of gas, electricity and other energy products is also up.

The group’s revenue in the period was estimated at VND468.3 trillion ($20 billion), up 55 per cent year-on-year and double the goal set for six months.

It contributed VND66.1 trillion to the State budget, 2.2 times that the half-year plan and an increase of 41 per cent compared to the same period last year.

This is considered a remarkable achievement in a context of global geopolitical and economic instability, caused by the conflict in Ukraine, increased inflationary pressures, and China's Zero COVID policy.

In 2021, PetroVietnam was listed among the three biggest companies in Viet Nam behind Samsung Vietnam and Vietnam Electricity (EVN), according to the VNR500 rankings unveiled by Vietnam Report JSC.

The rankings were compiled based mainly on enterprise revenue and other performance criteria such as total assets, employees, growth rates, profits, and prestige in the media.

PetroVietnam posted revenue of VND620.2 trillion last year, surpassing the yearly plan by 26.4 per cent, and up 28 per cent year-on-year.

According to the firm, the building of the petrochemical-refinery complex and the national oil storage in the southern region is an optimal solution in the current period. VNS
