Under the agreement, the two cities will co-operate in the fields of urban infrastructure, education, tourism, climate change and smart cities.
The two sides will also exchange views about economic and investment policies and create favourable conditions for their respective enterprises.
They will also share the results of experiences in areas like culture, art and tourism and will promote cultural co-operation through visits and exchanges.
Speaking at the signing ceremony, Le Van Khoa, vice chairman of the HCM City People's Committee, said the agreement was the beginning of joint projects between the two cities, contributing to the strategic partnership of the two countries.
HCM City's government is calling for investment in key infrastructure projects such as the metro, monorail, flood control, pollution reduction and urban development in an effort to build a smart city model, Khoa said.
He said that he hoped Korean enterprises would invest more in these sectors in the city.
Liu He Gyoung-gee, Seoul's first deputy mayor, said the agreement had created a foundation for the two cities' co-operation in all fields.
Seoul would share the results of its experiences and solutions in dealing with issues arising during urban development, he added.
On the same day, a workshop was organised to promote co-operation between the two cities in urban transport construction and management. — VNS
